By 1583 a gathering of members of the City Council of Santo Domingo and a Crown\u2019s envoy, when assessing the exports and imports of the colony to determine how much of a new tax\u00a0the colonists could pay,\u00a0following the king\u2019s orders, to fund the costs of a naval squadron\u00a0sent to defend the island, estimated that approximately 300 Blacks were being taken to La Espa\u00f1ola each year through its ports. The assessment seems to refer to\u00a0enslaved Blacks imported legally or under the authorities\u2019 official control. If the trend was sustained, say, for the entire decade, it would imply an arrival of about 3,000 slaves\u00a0via legal trade alone during the 1580s, plus the undetermined numbers that were probably arriving through the growing contraband trade.\u00a0<a class=\"footnotes-tooltip tooltip tooltipstered\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footer_footnote_1\" name=\"footnote_1\">[1]<\/a><\/p><p>By 1585\u00a0an argument was being made again by some colonial voices of La Espa\u00f1ola\u00a0in favor of the need to\u00a0expand the exploitation of allegedly newly discovered and promising \u201csilver mines\u201d and\u00a0the need to import enslaved Black laborers to work them. Governor C. Ovalle proposed\u00a0the establishment of a \u201cware-house of\u00a0Blacks\u201d (\u201caduana de negros\u201d) in Santo Domingo to the Crown, but to no avail.\u00a0<a class=\"footnotes-tooltip tooltip tooltipstered\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footer_footnote_2\" name=\"footnote_2\">[2]<\/a>\u00a0Then in January of the following year, 1586, the expedition of British pirate Francis Drake took away what Ovalle described as \u201cmany\u201d Black slaves from Santo Domingo\u2019s residents.\u00a0<a class=\"footnotes-tooltip tooltip tooltipstered\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footer_footnote_3\" name=\"footnote_3\">[3]<\/a><\/p><div><p><a href=\"http:\/\/jcb.lunaimaging.com\/luna\/servlet\/detail\/JCBMAPS~1~1~1375~100690001:The-Famouse-West-Indian-voyadge-mad?sort=normalized_date,file_name,source_author,source_title&amp;qvq=q:50225%3Bsort:normalize\"><img decoding=\"async\" class=\" wp-image-2643 alignright\" src=\"http:\/\/firstblacks.org\/wp-content\/uploads\/2025\/02\/00694001-300x289.jpg\" alt=\"\" width=\"333\" height=\"321\" srcset=\"https:\/\/firstblacks.org\/wp-content\/uploads\/2025\/02\/00694001-300x289.jpg 300w, https:\/\/firstblacks.org\/wp-content\/uploads\/2025\/02\/00694001-1024x986.jpg 1024w, https:\/\/firstblacks.org\/wp-content\/uploads\/2025\/02\/00694001-768x740.jpg 768w, https:\/\/firstblacks.org\/wp-content\/uploads\/2025\/02\/00694001-12x12.jpg 12w, https:\/\/firstblacks.org\/wp-content\/uploads\/2025\/02\/00694001-600x578.jpg 600w, https:\/\/firstblacks.org\/wp-content\/uploads\/2025\/02\/00694001.jpg 1536w\" sizes=\"(max-width: 333px) 100vw, 333px\" \/><\/a>Roughly a decade later, in 1595 we find another governor, Lope de Vega Portocarrero, informing the Crown that during the prior three years there had been no arrival of slave ships into the island because they preferred going to Cartagena de Indias and Tierra Firme, attracted by the better quality of the currency there and the higher value they would obtain when selling the slaves in that market. As the local authorities of La Espa\u00f1ola had requested for\u00a0decades, he asked the Crown for a subsidized provisioning of 1,000 enslaved Blacks for the colony\u2019s denizens, with a four-year pay-back term, so they could use those slaves in the mines and sugar estates.\u00a0<a class=\"footnotes-tooltip tooltip tooltipstered\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footer_footnote_4\" name=\"footnote_4\">[4]<\/a>\u00a0Apparently in response to the requests from La Espa\u00f1ola\u2019s authorities, on April 1<sup>st<\/sup>, 1597 Spain\u2019s Prince Phillip (later king Phillip III) issued an order for 1,000 Blacks and 100 settlers to be sent to La Espa\u00f1ola, but all the available evidence indicates that the order was never\u00a0put into effect and the new century would begin with no changes in this matter.\u00a0<a class=\"footnotes-tooltip tooltip tooltipstered\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footer_footnote_5\" name=\"footnote_5\">[5]<\/a>\u00a0According to Deive, this moved the\u00a0<em>Audiencia<\/em>\u00a0of\u00a0<em>La Espa\u00f1ola\u00a0<\/em>to\u00a0disregard the vigilence and prosecution against the smuggling of enslaved Blacks to which many colonists had been resorting as an alternate source of enslaved labor force.\u00a0<a class=\"footnotes-tooltip tooltip tooltipstered\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footer_footnote_6\" name=\"footnote_6\">[6]<\/a>\u00a0Still in November of 1601 Archbishop D\u00e1vila y Padilla was reiterating the request for 1,000 Black slaves, so that \u201cthe land with its riches will call people who will defend it and inhabit,\u201d arguing that the lack of Blacks (\u201cfalta de negros\u201d) meant settlers-residents could not take advantage of the land\u2019s mineral wealth.\u00a0<a class=\"footnotes-tooltip tooltip tooltipstered\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footer_footnote_7\" name=\"footnote_7\">[7]<\/a><\/p><div><hr \/><p><a class=\"footnote_anchor\" href=\"http:\/\/firstblacks.org\/en\/summaries\/arrival-05-official-importing-of-slaves-diminishing\/#footnote_1\" name=\"footer_footnote_1\">[1]<\/a>\u00a0 Lugo 1952: 56-58.
