Theme: The City Council of Santo Domingo and Fernando Caballero suggested to the Spanish Crown instead of an agreement with private parties for them to carry 4,000 enslaved Blacks to La Española, it was better to allow the colony’s settlers themselves to arrange for the importing of the slaves

+ Sacred, Caesarean Catholic majesty / […] your majesty says that, to do us favor, [he] has mandated that an agreement is reached with certain persons so that an order is established in bringing the four thousand Blacks that have been granted to these places. We would receive more favor if, since the favor has been done, [you] allowed us to bring them at our will, since we would obtain them at better prices, because the person that was to bring them will want to earn everything that we could take advantage of. And, if your majesty is pleased, the agreement that may be reached with you should be that they are given to us at a moderate price and [that] they are sold on credit for some moderate time to persons that give enough guarantee, because most of the denizens and inhabitants none of them would be able to pay in cash. And by giving them on credit for a while, with what they could retrieve from their businesses they could pay it comfortably, and this is very convenient for the denizens of the inland areas who collect gold and cassia fistula, they pay as they retrieve.
